<title>Silicon/SynQuacer: Drop dependency on NorFlashPlatformLib</title>

Fip006Dxe is part of the SynQuacer platform, which is its only user, and
yet, it relies on NorFlashPlatformLib to carry the platform specific NOR
geometry. This library is tied to ArmPlatformPkg's NorFlashDxe, which
will be going away, so let's stop using it.

Since the abstraction serves no purpose here, let's just merge the
library with its only user.

The DeveloperBox platform firmware build breaks due to the missing
dependency on VariableFlashInfoLib.

Therefore, to satisfy the dependency include VariableFlashInfoLib
in the LibraryClasses section.

This commit adds the SMBIOS type 17 table support for Developerbox.
The SPD can be accessed only from the SCP through I2C bus,
so this commit expects that SCP-firmware reads the SPD and
stores it in the non-secure SRAM.

This commit also reduces the edk2 stack size to allocate
the space for storing SPD. It requires 2KB, 512bytes * 4 DIMMs.

Commit b5701a4c7a0f ("CryptoPkg: OpensslLib: Use RngLib to generate
entropy in rand_pool") introduced RngLib dependency for OpensslLib
and caused Developerbox platforms build to break for lack of
an RngLib instance.

Add the reference to RngLib to the DeveloperBox.dsc.inc file.

<title>Platform/DeveloperBox: disable variable runtime cache</title>

The variable runtime cache for SMM enabled implementations of the
variable runtime DXE driver was introduced after the standalone
MM based implementation was merged for the DeveloperBox platform.

This means the combined binary image of ARM Trusted Firmware and
the standalone MM runtime we carry in edk2-non-osi predates this
feature, so we need to disable it when building the non-secure side
when incorporating the prebuilt binary.

Whether it makes sense to enable the runtime cache for this platform
is a different question, so let's keep it disabled entirely until
someone identifies a need for it. Note that this patch is against the
include file that is shared between the standalone MM and the DXE
sides of the varstore implementation, so things should work as
expected when building both sides from scratch.
