FVP Base Platform RevC is a configuration of the Base Platform that
includes a SMMUv3 and a PCIe subsystem. The PCIe subsystem has a
PCIe config region (ECAM) and two PCIe memory regions.

Add the SMMUv3 and PCIe config and memory regions to the memory map
so that the firmware can access and configure these components.

The Base Platform RevC model is a configuration of the Base Platform
that includes a PCIe subsystem. It also includes system IP like SMMUv3.

The Base Platform FVP model and the Base Platform RevC FVP model
can be differentiated by examining the System ID register. For the
FVP RevC model the SysID.Rev is 0x2. Therefore, add this definition
so that software can read the System ID register to detect a FVP
RevC model.

<title>Platform/ARM/VExpressPkg: Remove LcdPlatformLib.h</title>

LcdPlatformLib.h was introduced by 8ad58788b5c3 as a duplicate
of the edk2 original file at:
edk2/ArmPlatformPkg/Include/Library/LcdPlatformLib.h

The list of files in edk2-plarforms currently using LcdPlatformLib.h
is the following:
Platform/ARM/SgiPkg/Library/HdLcdArmSgiLib/HdLcdArmSgi.c:11
Platform/ARM/VExpressPkg/Library/PL111LcdArmVExpressLib/PL111LcdArmVExpress.c
Platform/ARM/VExpressPkg/Library/HdLcdArmVExpressLib/HdLcdArmVExpress.c
Platform/ARM/VExpressPkg/Library/ArmMaliDpLib/ArmMaliDpLib.c
Platform/ARM/JunoPkg/Library/HdLcdArmJunoLib/HdLcdArmJuno.c

They are all using the SCAN_TIMINGS structure. However, this structure
is only defined in the original file in the edk2 repository. Thus,
the edk2-platforms is un-used and can be safely removed.

The build system prefers the edk2 version of the file over its
edk2-platforms copy due to the .dec files order in
each .inf file where the the library is used.

On the FVP Foundation model, the SP805 watchdog appears to be 'wired'
incorrectly, resulting in a watchdog counter that decrements at the
APB clock rate of 24 MHz instead of the usual 32 kHz. Since the
timer start value is only 32-bits wide, this makes the watchdog
unusable in UEFI, since the default timeout set by the DXE core is
5 minutes, which is not representable in 32-bit at this clock rate.

So switch to the SBSA watchdog instead, which is wired up to the
generic timer, and ticks at the correct rate.

Import the pieces that are closely tied to the ARM Versatile Express
development platforms into edk2-platforms, so they can be removed from
upstream EDK2.

Note that this includes the ArmPlatformSysConfigLib library class, which
is not used anywhere else.
