The version of NorFlashPlatformLib defined in ArmPlatformPkg will go
away once we retire its version of NorFlashDxe, so switch to a local
Platform/ARM version instead.

Instead of using a custom Pcd for the ECAM address
(gArmJunoTokenSpaceGuid.PcdPciConfigurationSpaceBaseAddress),
use the Pcd from MdePkg.

Following the Ecc reported error in the edk2 repository,
the SCMI_CLOCK_RATE structure has been modified in:
an enum and its elements have been renamed in:
ArmPkg/Include/Protocol/ArmScmiClockProtocol.h

This patch is a follow-up and fixes the following Ecc
reported error:
Complex types should be typedef-ed

The error is due to the a nested structure declaration.

The patch also re-formats the debug messages to fit in
a 80 chars line.

Following the Ecc reported error in the edk2 repository,
an enum and its elements have been renamed in:
ArmPlatformPkg/Include/Library/LcdPlatformLib.h

The Ecc error reported in edk2 is:
Variable name does not follow the rules:
1. First character should be upper case
2. Must contain lower case characters
3. No white space characters
4. Global variable name must start with a 'g'

Indeed, according to the EDK II C Coding Standards
Specification, s5.6.2.2 "Enumerated Types" and
s4.3.4 Function and Data Names, elements of an
enumerated type "shoud be a mixed upper- and
lower-case text".

This change adds the HDLCD platform lib for the Juno plaform. This
library will be instantiated as a LcdPlatformLib to link with
LcdGraphicsOutputDxe for the Juno platform.

HDLCD platform library depends on the Arm SCMI DXE driver for
communication with the SCP for clock setting. Therefore this change also
enables building of Arm SCMI DXE driver for the Juno platform.
