Yocto tree moved from 1.6.4 to 1.6.5. Update the preferred provider so
that we do not start using 2.x before we are ready.

Replace references of WORKDIR with UNPACKDIR where it makes sense to do so in preparation for changing the default value of UNPACKDIR.

When combining an SPDX document, the package list might be empty (e.g.
a baremetal image). Handle this case instead of erroring out

Due to the fan-related sensor name change starting from the DVT stage
and exporting the fan presence to the inventory, change the fan status
monitor to match the change.
Also, add the functional property check to cover the case that the FCB
AC is off but the presence is true by hardware connecting.

Add flock to chassis-powercycle to enforce sequential power cycles.
This prevents multiple simultaneous cycles.
Additionally, add a 20-second sleep in wait-until-mctp-connection-done
to allow PLDM devices time to initialize before cycling the next chassis.

This commit converts the systemd target gbmc-bare-metal-active.target to
a template, so that we can have multiple systemd targets on platforms
with multiple hosts. The host number will get passed in when
instantiating the template, e.g. gbmc-bare-metal-active@0.target.
A number of other recipes are updated to account for this new systemd
template.
Tested:
- Set the bare metal flag /var/google/config-package/enable-bm.flag.
- Started host-gpio-monitor@0.service, which started
gbmc-bare-metal-active@0.target. That target caused
disable-obmc-console.service and disable-ipmi-kcs.service to start.
- Rebooted the host. At this point, the host-gpio-monitor@0.service
disabled gbmc-bare-metal-active@0.target. That caused
disable-obmc-console.service and disable-ipmi-kcs.service to stop.
- Set /run/bm-drive-cleaning-done-ack.flag and /run/bm-ready.flag.
- Ran “ipmitool raw 0x2e 0x32 0x79 0x2b 0x00 0x11” on the host
- Confirmed that IPMI stopped working and checked the status of
gbmc-bare-metal-active@0.target and host-gpio-monitor@0.service.

Currently, it placed machine specific settings for AST2400, AST2500 and AST2600
in common config, aspeed.conf, with MACHINEOVERRIDE for different machine
settings. However, ASPEED will upstream to support AST2700 and it should add
"aspeed-g7" for AST2700 support.
To make aspeed.inc more readable and simple, move all specific machine settings
to individual machine config.

We sometimes see that image downloading gets stuck until maximum
timeout. This allow us to have another chance to retry the curl.
Tested: passed a invalid url and make sure the retry and time remaining are correct, and timed out with no issue.

We have systems which experience various stability issues with warm
resets of the system. Allow them to powercycle instead of warm reset.
Tested: Enable this setting on a system and verified that the netboot
process causes the BMC to go into powercycle instead of warm reset.

1. Add conflict to the options of the power control command.
If two controls are executed on the same slot at the same time,
the power command executed first will be stopped before the next
command is executed.
2. Check the i3c hub when chassis power control fails to ensure that
the i3c port is correctly enabled/disabled.
3. When the conflict is added between all power-control options, the
command executed later will kill the previous command, causing the
execution of the previous command to fail. Therefore, we need to
confirm the power status before setting the power state.
Tested:
1. Power control: Pass
2. Sled-cycle/Reboot: Pass

Add the new PSU_MODEL_UTIL meson option to the
phosphor-psu-software-manager bitbake recipe.
This option specifies the command line tool that is used to obtain model
information from a power supply. Default to using the psutils tool.

Summary:
After NIC power fault occurs, it is possible that CPLD keeps holding
alert pin, and only the first fault will be recorded.
If other faults occur later, they will not be recorded.
Thus, BMC needs to recovery CPLD alert pin after NIC power fault.
Test Plan:
Trigger NIC power fault and check logs.
Testing:

Previously, the adjustment of the tachometer sample count relied on the
fanX_target attribute. However, this attribute is not available for all
tachometer channels.
Change to use `i2cget` and `i2cset` commands instead of set fanX_target
until a proper fix is implemented at the driver layer.
