We're struggling with flash space on Romulus and this one pushed us over
the edge. Romulus is only used for QEMU CI and there is no code update
testing with it so just disable this new feature.

We do not use the "poky" distro on any system but the
"openbmc-phosphor". Fix the `local.conf.sample` to use this to
match all of the other machines.
Fixes openbmc/openbmc#4024.

Enable the package config for software-update-dbus-interface and remove
the service files for old services as they are being replaced by
Software.Manager service. Through this change Software Manager service
will intercept the Update D-Bus interface method call to trigger the
update rather than using the legacy flow of watching the /tmp/images
directory. More details on problem description, requirements and design
have been captured in [1].

The sel-delete PACKAGECONFIG requires the phosphor-dbus-interfaces to
throw the ResourceNotFound error when the delete method attempts to
remove a non-existent SEL entry.

Set default temperature 20 degree for all the Calibrated FIO temperature

Virtual sensor only take `MaxValue` and `MinValue` as number, remove the
double quotes around MaxValue and MinValue values for proper numerical
handling in virtual sensor.

1. Add event log when `FM_MAIN_PWREN_RMC_EN_ISO_R` pin change, and power
off the host RMC main power disabled.
2. Add `FM_MAIN_PWREN_RMC_EN_ISO_R` check from CPLD register before host
power on, skip power on action if RMC main power is disabled (val=1).

The HwmonTempSensor and PSUSensor services sometimes fail to start
during BMC boot due to missing host state objects. These services check
the host power state during sensor creation, and if the host state
object is not available, the services crash.
This commit adds dependencies to wait host state objects to prevent the
sensor services from crashing during startup.

In some cases(example: RPU not ready), the motherboard can lose power
and miss the kernel driver's probe time. To address this,
we have added a workaround to re-probe the device.
This commit will detect the power-hsd-good (standby power) signal and
perform a rescan of the fru device and rebind the driver when
the signal transitions from low to high.

There are two source of 12V HSC, ADM1281 and MP5990, in yosemite4 but
ADM1281 doesn't support to read output power.
Therefore, add virtual sensors to calculate output power using 12V HSC
output voltage and output current for all slots.
