yosemite4: Correct BMC power fault SEL rail name decoding based on SD CPLD IOE configuration
[Issue Description]
BMC slot power fault SEL incorrectly identifies the power rail name.
[Root Cause]
The power fault bit mapping in the BMC check-interrupt does not
correspond with the current SD CPLD I/O expander configuration.
[Solution]
Align the power fault bit mapping in BMC check-interrupt to match the
current SD CPLD I/O expander firmware configuration.
