meta-facebook: catalina: iob-nic-temp-read: switch to busctl for host state check
The iob-nic-temp-read script previously relied on reading the
`host0-ready` GPIO to determine the host power state. However, this GPIO
may be occupied by other services such as phosphor-multi-gpio-monitor.
This change replaces the GPIO-based check with busctl command to get the
host state from xyz.openbmc_project.State.Host.
