meta-ampere: leds: deassert all of Leds when bmc reboot
When BMC reboot, it can not control the leds, therefore, it should
deassert all of the Leds to inform to CPLD that BMC goes to BMC-less
mode.
Tested:
1. Request to flash/reboot BMC.
2. All off the Leds are turned off as expectation.
