meta-nuvoton: npcm8xx-bootloader: change to use .json file
According to the update to IGPS version 04.03.07, the
`key_setting_edit_me.py` script has been replaced with a `.json` file.
As a result of the above, the object definitions were added via `.json`
file, instead of being called directly from the `.py` script as before.
Thus, we need to update contents of `settings.json` to ensure alignment.
Tested:
Build pass and boot up successful.
