meta-facebook: catalina: phosphor-pid-control: split FSC configs based on PDB type
The PDB-Discrete and PDB-Brick boards use different sets of temperature sensors for thermal monitoring via the phosphor-pid-control service. Previously, we used a virtual sensor `PDB_MAX_VR_TEMP_C` to represent the highest temperature among the VR sensors, aiming to simplify fan control. However, this approach unable to account for individual sensor availability. If one of the actual sensors became unavailable, the virtual sensor could still return a valid value, preventing the system from entering `FailSafe` mode as intended. To address this, we now split the fan speed control (FSC) configuration files based on PDB type. Each PDB board type will use its own dedicated FSC configuration file.
