meta-google: network: Support outbound failover
This removes the route if we don't hear RS in 3mins. We keep sending RS
every 30s.
Tested: verified that route gets removed after 3mins and outbounding
traffc can work with the other route (tested by blocking nftables).
Verified that routes gets added back when unblocking the RS. Also tried
bringing down the interfaces and related route gets deleted (default
kernel behavior).
