meta-google: gbmc-bridge: fix symmetric routing
This add a dedicated table for front routing. So that the routing is
symmetric when primary ip is sideband.
Tested: verified that table is correctly configured and traffic is
routed accordingly. Verified that failover still works. Also tested
powercycle, reboot, networkctl reload/reconfigure, restart
gbmc-ip-monitor with different primary IPs.
