meta-google: gbmc-bridge: No DAD for static addresses
We sometimes have nodes that misbehave on the bridge network and assign
an address that conflicts with other nodes. This is always buggy
behavior, and primary nodes closer to the network router should always
take precendence and not allow DAD failures to break their networking.
