meta-nvidia: Enable ipmi on gb200nvl-obmc
Added patch to enable `ipmi` on gb200nvl-bmc.
Tested:
All the below tests were performed on gb200nvl-obmc qemu
1) ipmitool binary exists post this change
2) ipmid binary exists post this change and is
running successfully
3) nvidia-ipmi provider is build
