meta-facebook: catalina: phosphor-pid-control: remove unavailableAsFailed setting
Previously, the `unavailableAsFailed: false` setting was applied to sensors that are only present when the host is powered on. This prevented the fan controller from entering `FailSafe` mode when these sensors were unavailable, such as during host power-off states. However, per thermal team request, this setting is now being removed to improve thermal safety. By removing `unavailableAsFailed: false`, the system will treat sensor unavailability as a failure condition. This change ensures `FailSafe` is triggered when any sensor unavailable.
