meta-facebook: yosemite4: Avoid redundant host power on

Description:
1. Monitor CPU power status:
   Changed to skip the DC-on behavior for the interrupt to avoid
repeated execution, but still echo a message.
2. Add after option to ensure DC ON execute after AC ON.

Motivation:
1. Occurs timing issues that power-control service (for example:
host-poweron service) finished earlier than GPIO interrupt.
2. We confirmed that this condition run when using the PLDMTOOL
raw command to perform DC on. However, we currently use mfg-tool
for power control instead of the raw command, so this part should
be redundant.
3. DC ON requires AC ON, but DC ON sometimes executes earlier than AC ON.

Test Plan:
- Check power state after power control by tool - pass
