meta-nvidia: gb200nvl: unnecessary require statement
`require conf/machine/include/obmc-bsp-common.inc` should be done in
machine.conf files and not local.conf.sample. gb200nvl is the only
system doing it in local.conf.sample (but is also doing it in the
machine.conf); remove to align with everyone else.
