meta-facebook: clemente: refine standby power and eth recovery
- Removed redundant sensor binding functions from standby-power-enable.
- Moved HSC, PDB, interposer and NVMe binding to platform-early-sys-init.
- Replaced PDB PMBus sensors with isl68137 instead of raa228000.
- Refined fan controller rebinding to use correct I2C bus and addresses.
- Improved restart_eth() to retry bringing up ethX interfaces up to 3 times.
- Ensured FRUs for PDB, interposer, and FIO are correctly rebound.
