Starting with this commit, occ-control will no
longer support the following:
P8 Processors :uses I2C communication with the OCCs
P9 Processors :uses SBEFIFO for communication with
the OCCs

Move the IBM CPU configs to the openpower layer. The only usage of
them in meta-phosphor was for an entity-manager config that also belongs
in meta-openpower.

p10.inc that can be included on P10 systems.
Without this, the needed op-proc-control services and functions are not
brought in.
