Set default temperature 20 degree for all the Calibrated FIO temperature
to prevent triggering failsafe mode in fan control service when doing
slot 12V cycle.

Add CPU_BOOT_DONE in gpio monitor list.

- CPU_BOOT_DONE assert
  - update OS status to standby
  - start catalina-host-ready.target

- CPU_BOOT_DONE deassert
  - update OS status to inactive
  - stop catalina-host-ready.target

Virtual sensor only take `MaxValue` and `MinValue` as number, remove the
double quotes around MaxValue and MinValue values for proper numerical
handling in virtual sensor.

1. Add event log when `FM_MAIN_PWREN_RMC_EN_ISO_R` pin change, and power
off the host RMC main power disabled.
2. Add `FM_MAIN_PWREN_RMC_EN_ISO_R` check from CPLD register before host
power on, skip power on action if RMC main power is disabled (val=1).

The HwmonTempSensor and PSUSensor services sometimes fail to start
during BMC boot due to missing host state objects. These services check
the host power state during sensor creation, and if the host state
object is not available, the services crash.

This commit adds dependencies to wait host state objects to prevent the
sensor services from crashing during startup.

In some cases(example: RPU not ready), the motherboard can lose power
and miss the kernel driver's probe time. To address this,
we have added a workaround to re-probe the device.

This commit will detect the power-hsd-good (standby power) signal and
perform a rescan of the fru device and rebind the driver when
the signal transitions from low to high.
