meta-nuvoton: evb-npcm845: busybox: add opts for dd and head utility
Enable `CONFIG_FEATURE_DD_THIRD_STATUS_LINE` to get third status line.
Enable `CONFIG_FEATURE_DD_IBS_OBS` for ibs=N obs=N option.
`ibs` use to set input block size. `obs` use to set output block size.
Enable `CONFIG_FEATURE_FANCY_HEAD` to add support "c:qv" opts
`header_threshhold` and `count_bytes` for `head` utility.
Tested:
root@:~# dd if=/dev/mtdblock3 of=/dev/null ibs=4K obs=1K count=10240
2048+0 records in
