boost: upgrade 1.84.0 -> 1.86.0
Based on the commit from openembedded-core:
"boost: upgrade 1.85.0 -> 1.86.0"
Added additional changes to fix build issues.

Process:
Turned v2 into a compile library.
Added boost process package to fix linker failures reported by bmcweb
during boot 1.86 migration.
