meta-facebook: settings: modfiy restorePolicy time
In some environments, the lack of network triggers a timeout
in systemd-networkd-wait-online.service, which is set to 2 minutes.
Extending the power policy default time will not affect the time in other systems
because the daemon continuously checks the BMC ready status.
