meta-facebook: yosemite4: Modify flock type in power control
1. Change flock type from -n to -x in DC ON/OFF/Cycle script to
wait for the flock to be released by others.
2. Add log-chassis-powercycle-sel service to ensure AC cycle SEL is logged after DC On completes.
3. Modify the flock directory from /tmp to /run.
4. Add SEL messages in power reset.
Tested:
- Check power state after power control - pass
- Verified that SEL log for chassis cycle is recorded only after
DC power-on is complete - pass
