meta-facebook: yosemite4: Add udev rules for consoles
Add udev rules to enable the consoles ttyS0-3, ttyS5-8
which provide console access to hosts1-8 (and also
to the multiplexes console of the bridge controllers)
The missing configuration became apparent when we removed
phosphor-hostlogger from the meta images thus completely
missing starting obmc-console@ttyS5-8.service.
