phosphor-state-manager: add PACKAGECONFIG for APR options
The commit [1] supports 3 options to allow run APR:
- run-apr-on-pinhole-reset
- run-apr-on-watchdog-reset
- run-apr-on-software-reset
This commit adds 3 PACKAGECONFIG to support 3 options.
The [run-apr-on-pinhole-reset] and [run-apr-on-watchdog-reset] options
are disabled by default to avoid impact to other platform.
