meta-facebook: catalina: fix sensor service crash
The HwmonTempSensor and PSUSensor services sometimes fail to start
during BMC boot due to missing host state objects. These services check
the host power state during sensor creation, and if the host state
object is not available, the services crash.
This commit adds dependencies to wait host state objects to prevent the
sensor services from crashing during startup.
