socsec fails to build with the latest openembedded core due to
Python package updates and socsec using deprecated libraries.
Add a patch that fixes issues, which has been submitted to
AspeedTech-BMC's repository.

As part of the poky deprecation, use that as an opportunity
to move upstream layers into their own subdirectory.  This allows
us to be clearer as to which layers are owned by the openbmc org and
which ones are from upstream.  We can then make it more obvious that
upstream repositories should be left unchanged.

Poky has been deprecated and instead we are expected to have individual
layers.  Move the openembedded-core sourced directories to a separate
upstream-layers directory in preparation for this and clean out any
old poky content that is not present in openembedded-core.

Poky has been deprecated and instead we are expected to have individual
layers.  Move the bitbake tree to a separate upstream-layers directory
in preparation for this.

Add a few entries to the .gitignore to handle this move (which came
from the openembedded-core .gitignore).

run-repotest is currently not failing when the `supported-machines.md`
needs an update.  Add an `exit 1` so that this fails visibly rather
than just reporting a warning.
