meta-openembedded: move to upstream-layers

As part of the poky deprecation, use that as an opportunity to move upstream layers into their own subdirectory. This allows us to be clearer as to which layers are owned by the openbmc org and which ones are from upstream. We can then make it more obvious that upstream repositories should be left unchanged. treewide: required yocto updates to UNPACKDIR usage

Yocto seems to have once again tightened the strings on how to correctly use S, UNPACKDIR, and WORKDIR. These are the needed changes to get it to compile. There are migration instructions in migration-5.3.rst. Also remove the general setting of S within files if it's only setting it to a default. libspdm: add support for ppc64le
