Add the meta-imx93 SoC sublayer with layer.conf.
Machines for i.MX93 (e.g., evb-imx93) and SoC-wide recipes live
here.

Keep SoC-wide logic isolated from vendor umbrella and from
other future SoCs (e.g., meta-imx95).

<title>meta-nxp: Add vendor umbrella skeleton</title>

Introduce the meta-nxp vendor umbrella with COPYING.MIT, COPYING.apache-2.0,
LICENSE, README.md and a lean conf/layer.conf. This layer will host
SoC-specific sublayers (e.g., meta-imx93), each carrying machines and recipes.
