	Since the submission of the qedr driver, there's inconsistency in the licensing of the various qed/qede files - some are GPLv2 and some are dual-license. 	Other protocols beside the networking driver need the ability of passing some L2 traffic, usually [although not limited] for the purpose of some management traffic.
