	As shown by Gurudas Pai recently, we can put hugepages into the surplus state (by echo 0 > /proc/sys/vm/nr_hugepages), even when /proc/sys/vm/nr_overcommit_hugepages is 0. This is actually correct, to allow the original goal (shrink the static pool to 0) to succeed (we are converting hugepages to surplus because they are in use). However, the documentation does not accurately reflect this case. Update it. 	The hugetlb documentation has gotten a bit out of sync with the current code. Updated the sysctl file to refer to Documentation/vm/hugetlbpage.txt. Update that file to contain the current state of affairs (with the newer named sysctl in place). 	Initial git repository build. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
