doc_rst: rename the media Sphinx suff to Documentation/media

The name of the subsystem is "media", and not "linux_tv". Also,
as we plan to add other stuff there in the future, let's
rename also the media uAPI book to media_uapi, to make it
clearer.

No functional changes.

+This is a grey-scale image with a depth of 12 bits per pixel, but with
+pixels from 2 sources interleaved and bit-packed. Each pixel is stored
+in a 24-bit word in the little-endian order. On a little-endian machine
+these pixels can be deinterlaced using
