The regmap_config struct may be const because it is not modified by the
driver and regmap_init() accepts pointer to const. Make struct
regulator_ops const as well.

Don't store pointer to regulator_dev returned by
evm_regulator_register() an state container. It isn't used anywhere
outside of max8649_regulator_probe() function.
