We're using ncsi_suspend_dev() to tear down NCSI device when bringing
down the network interface. In ncsi_suspend_dev(), NCSI packets might
be sent over NCSI link to stop the interface physically. However, the
NCSI packets might not be sent successfully when the NCSI interface
is down. In that case, we potentially release the buffers and their
ring for twice exceptionally, which eventually leads to kernel crash.

To resolve the above problem, this calls ncsi_stop_dev() to tear down
the NCSI interface without sending NCSI packets over the link. At the
same time, a flag (priv-&gt;enabled) introduced to avoid releasing the
buffers and their rings for twice.

This renames ncsi_stop_dev() to ncsi_suspend_dev(). The NCSI device
state ncsi_dev_state_stop_* are renamed to ncsi_dev_state_suspend_*
accordingly. No logical changes introduced.

This enables IP/UDP/TCP offload checksum according to information
passed on from bootloader through device-tree. The offload doesn't
working properly when the interface works in NCSI mode.

The NIC has the possibility to connect to NCSI package and channel.
This supports NCSI enabled interface. When the network device is
registered, the accompanying NCSI device is registered. When the
interface is to be brought up, the NCSI device is started to probe
NCSI topology and choose one active channel automatically. On the
other handle, when the interface is to be brought down, the interface
will be shuted down when the NCSI device is teared down.

This howto made sense in the 1990s when users had to manually configure
ISA cards with jumpers or vendor utilities, but with the implementation
of PCI it became increasingly less and less relevant, to the point where
it has been well over a decade since I last updated it.  And there is
no value in anyone else taking over updating it either.

However the references to it continue to spread as boiler plate text
from one Kconfig file into the next.  We are not doing end users any
favours by pointing them at this old document, so lets kill it with
fire, once and for all, to hopefully stop any further spread.

No code is changed in this commit, just Kconfig help text.

net: get rid of SET_ETHTOOL_OPS

Dave Miller mentioned he'd like to see SET_ETHTOOL_OPS gone.
This does that.

Mostly done via coccinelle script:

Compile tested only, but I'd seriously wonder if this broke anything.

None of these files are actually using any __init type directives
and hence don't need to include &lt;linux/init.h&gt;.   Most are just a
left over from __devinit and __cpuinit removal, or simply due to
code getting copied from one driver to the next.

This covers everything under drivers/net except for wireless, which
has been submitted separately.
