unicore32 supports STRICT_DEVMEM, so it needs devmem_is_allowed(), like
some of other architectures have done (e.g. arm, powerpc, x86 ...).

The related error with allmodconfig:

    CC drivers/char/mem.o
  drivers/char/mem.c: In function ‘range_is_allowed’:
drivers/char/mem.c:69: error: implicit declaration of function ‘devmem_is_allowed’

Need generic definition for readl_relaxed(), like other architectures
have done. Or can not pass compiling with allmodconfig, the related
error:

    CC [M] drivers/message/fusion/mptbase.o
  drivers/message/fusion/mptbase.c: In function 'mpt_send_handshake_request':

Disintegrate asm/system.h for Unicore32. (Compilation successful)
The implementation details are not changed, but only splitted.
BTW, some codestyles are adjusted.

xlate_dev_mem_ptr definition in asm-generic/io.h for the systems with
an MMU, so delete it from unicore32 specified io.h.

There are numerous broken references to Documentation files (in other
Documentation files, in comments, etc.). These broken references are
caused by typo's in the references, and by renames or removals of the
Documentation files. Some broken references are simply odd.

Fix these broken references, sometimes by dropping the irrelevant text
they were part of.
