This change adds a couple of new ioctls for mctp sockets:
SIOCMCTPALLOCTAG and SIOCMCTPDROPTAG.  These ioctls provide facilities
for explicit allocation / release of tags, overriding the automatic
allocate-on-send/release-on-reply and timeout behaviours. This allows
userspace more control over messages that may not fit a simple
request/response model.

In order to indicate a pre-allocated tag to the sendmsg() syscall, we
introduce a new flag to the struct sockaddr_mctp.smctp_tag value:
MCTP_TAG_PREALLOC.

When 802.3ad bond mode is configured the ad_actor_system option is set to
"00:00:00:00:00:00". But when trying to set the all-zeroes MAC as actors'
system address it was failing with EINVAL.

An all-zeroes ethernet address is valid, only multicast addresses are not
valid values.

Commit a296d665eae1 ("ixgbe: Add ethtool support to enable 2.5 and 5.0
Gbps support") introduced suppression of the advertisement of NBASE-T
speeds by default, according to Todd Fujinaka to accommodate customers
with network switches which could not cope with advertised NBASE-T
speeds, as posted in the E1000-devel mailing list:

However, the suppression was not documented at all, nor was how to
enable NBASE-T support.

Properly document the NBASE-T suppression and how to enable NBASE-T
support.

We are changing expire_nodest_conn to work even for reused connections when
conn_reuse_mode=0, just as what was done with commit dc7b3eb900aa ("ipvs:
Fix reuse connection if real server is dead").

For controlled and persistent connections, the new connection will get the
needed real server depending on the rules in ip_vs_check_template().

Use the more precise __kernel_sa_family_t for smctp_family, to match
struct sockaddr.

Also, use an unsigned int for the network member; negative networks
don't make much sense. We're already using unsigned for mctp_dev and
mctp_skb_cb, but need to change mctp_sock to suit.

There are many features in the driver that depend on the major, minor,
and patch version of the FW. Without the patch number in the output for
fw.mgmt.api debugging issues related to the FW API version is difficult.
Also, using major.minor.patch aligns with the existing firmware version
which uses a 3 digit value.

Fix this by making the fw.mgmt.api print the major.minor.patch
versions. Shown below is the result:
